Blue wool is a type of wool that can be crafting by combining a block of wool and a piece of lapis lazuli, a material found underground. You can also get blue wool by going up to a sheep with lapis, and pressing the use item button on the sheep with the lapis. The sheep will turn blue, and you can harvest it's wool by pressing the use item button on the sheep with a shear. You will get 1-3 blocks of blue wool by doing this.
